open your art design in True Sizer and save as pes

You need to actually log in first before you can download.

Log in first, then click on "Free Stuff" near the top of the page and follow the links to TrueSizer. Then download ts2006.exe and run it, it will install TrueSizer.

If, for some reason (probably browser security), you can't download the ts2006.exe, then download ts2006.zip instead, unzip with something like WinZip or WinRAR, and run the unzipped file to install TrueSizer.
